Rova foundation periodically publish various types of documents for transparency and accountability to the donors, government and other stakeholders.

A system of annual plan of operation, which integrates the annual report of the year, will be put in place. The plan of operation will be developed in a participatory manner through involvement of the local actors and secondary actors. Monitoring and evaluation of the program will take into consideration the real framework of the  organization and more specifically what is related to the gender and economic empowerment of the women thematic priority.

The M&E system will be closely linked within the general controlling system that organization will develop for its program and projects. The dimension of the monitoring will touch upon important aspects of accountability, transparency, participation, representativeness, efficiency and effectiveness, improved delivery and access to services, etc.

The project will also concentrate on aspects related to poverty reduction, more particularly the effects on the poor, women and marginalized groups and their access to various services. A baseline survey will be conducted at the start of the project in order to be able to measure the changes coming over their project period of the year. This baseline will be used for defending more precisely some of the indicators.

 A system of continuous capitalization of experience will contribute to complement and refine the monitoring of outcomes and outputs, as well as regular collection of basic information, which will be gender disaggregated.

Monitoring and evaluation will be the responsibility of all program staffs and will be led by the Coordinator. Backstopping for the establishment of the M&E system, as well as the knowledge management system, the operation and analysis will be provided by M&E experts, while the district coordinator will develop capacities at District level for the implementation of the system.

The quarterly review as well as the regular meeting of platforms will provide short reports. Reports cum planning will be providing yearly. A mid term evaluation will be conducted during the second half of the program, and shall review its approach and strategies. The monitoring of the outcomes will be a part of that process, and should used as instruments for re-planning, if need be.

This process will mainly be internal including the participation of stakeholders, program team. Another evaluation cum planning process will take place after the end.
